Hello!

I do have two MacBook Pro 13" Touch Bar A1989 logic boards.

1) does not turn on when mounted in the housing
2) does work fine

Having board 1 only powered by USB C the USB-C Voltage does not get higher than 5V and there are 0.2W delivered from the USB-Power-Adapter. If I do the same with board 2 the voltage get's at 20V and takes 7 to 9.5W

How can I find the reason for board 1 not taking more power?

C7032 PIN 1 PPDCIN_G3H ! HOW much voltage you get there and check if there's a short circuit .

12VDC with 0V on C7032 P1 and 12V on C7032 P2 ?
I told you to check if the ic (CD3215A) goes with a highly temperature when it get injected by 12v if not a suggest to change your ic of charge U7000 .

No temperature rise at UB300...

is there any possibility to power it externally and have just the data transferred?

Both the same:
FB201: P1: 0V, P2: 0V, P1-P2: 0.42Ohm
FB201: P1: 0V, P2: 0V, P1-P2: 0.42Ohm
impedance between the Ground and other pin .

is the charge function required ? can't it be skipped by applying power directly at the input of the superior circuit?
