Philips 55PUS6561 EEPROM

Hello there everyone,

I currently trying to repair a faulty Phillips 55PUS6561/12. (Chassis number: QM16.3E_LA).
After checking the Buffer panel, TCON an PSU, I narrowed down the problem to the mainboard.
The display does turn on with the backlight too but there is 0 information on it and the power led is constantly flashing.

I read that firmware problems can produce these symptoms so I checked on the EEPROM and while it does get the 3.3V on pin1, it does have this green residue on it and it also doesnt produce any heat.
Could the green stuff mean it's damaged?

Have you check the inverter of your TV.

Yes I did and it's working fine.

But I found a row of shorted cap on the T-Con board.

Could this be the cause of the issue?
